 Origin
 The “Keelung River Overall Improvement Early Stage Project?was sanctioned by the Executive Yuan with official letter no.49289 on October 6th, 1998 (Tai 87). Due to Zeb typhoon and Babs typhoon occurred in 1998 that caused serious flooding in Sijhih area of Taipei County, the execution period of the project was reduced to two years following the instruction of the premier Siao at the 2603rd meeting of the Executive Yuan on November 5th, 1998. To effectively achieve flood control, accomplish the project in time, and adjust to the practical needs of the conditions, part of the projects, after further analysis, will be modified for future proposal.
