The Eleven Flood Control Zones Construction in the Depression Areas

So far the Keelung River only reaches the initial protection criteria of the 10-year flood frequency, and has not reached the protection standard for the peak flood flow rate in the original plan. In recent years, typhoons often caused floods in the depression areas of Sijhih, Rueifang and Keelung. Using block flood-mitigation method for the aforementioned areas, the Water Resources Agency, MOEA, has planned to integrate the block’s related constructions, such as dike construction, drainage improvement of branches, bridges improvement, and gaps provisional measures, etc. for coordinated execution. The set up of the flood control zones will protect 713 hectares of areas in Taipei County and 316 hectares of areas in Keelung County. Its budget totals about 23.4 billion NT dollars, including about NT$14.1 billion for river dikes construction in the depression areas, about NT$2.4 billion for branches drainage improvement, about NT$4.5 billion for construction and maintenance of pumping stations, and about NT$0.8 billion for bridges improvement.

The flood-control zones project is divided into 11 blocks of construction. To reach the 200-year flood mitigation criteria after the completion of flood diversion, our office coordinates with other river management offices to execute the project. It is estimated to finish the main construction between June and September of 2004.
